NSW development contributions: what belongs in your feasibility?
Local infrastructure contributions and the NSW Housing and Productivity Contribution are separate checks. A single allowance may omit a liability or double-count an earlier payment. Obtain a project-specific calculation before relying on the total.

Separate local and state contributions
Record the council contribution plan, relevant section 7.11 or 7.12 assessment and the state HPC independently. Add utility servicing and connection charges as separate costs. Store the source, calculation date, payment trigger and assumptions with each estimate.
July 2026 transition
NSW Planning states that the Western Sydney Growth Areas and Western Sydney Aerotropolis SICs transitioned to HPC from 1 July 2026. Transitional arrangements can recognise earlier SIC payments. The applicable order and savings provisions require a lodgement-date and payment-history check.
Do not use a universal per-dwelling rate
HPC rates vary by region and development category and are indexed quarterly. Transport and biodiversity components can also apply. Exemptions, credits, existing development and applicable orders affect the liability. Feasomate currently accepts a verified contributions total; it does not automatically assess eligibility or calculate every component.
A useful evidence record
Record the consent or application reference, charging authority, charge category, affected lots or dwellings, gross amount, recognised credit, net amount and due date. Ask the planner or certifier to confirm which approval and contribution regime applies. Never deduct an assumed credit without supporting evidence.
